It is part of a class of ingredients known as "polyquaterniums." The key feature of Polyquaternium 7 is its positive electrical charge (it is "cationic"). This positive charge is what makes it so effective for conditioning, as it is naturally attracted to the slightly negative charge found on the surface of your hair and skin.
